The European Commission has published the “Counterfeit and Piracy Watch List” for 2025, which identifies online services and physical marketplaces outside the European Union that are allegedly involved in or facilitate intellectual property rights infringements, mainly through counterfeiting and piracy. The aim is to raise awareness among the operators of these services and marketplaces, as well as local authorities and governments, in order to take action to reduce the availability of products or services that infringe intellectual property rights.
The European Union Intellectual Property Office (EUIPO), through its Observatory, contributed to the preparation of the list with internal studies. For the 2025 edition, the Office provided input on the latest trends and emerging types of services that contribute to counterfeiting and piracy, as well as on best practices implemented by intermediaries to combat infringements.
It is noted that the Watch List is based on information collected during a public consultation, in which all interested parties were invited to submit comments identifying online services and physical marketplaces that may meet the criteria for inclusion in the list.
