IMPF – General Assembly and Conference of Independent Music Publishers, Athens, April 3–4, 2025

IMPF welcomed its members to Athens for the 2025 General Assembly and Conference, held on April 3 and 4. The event brought together independent music publishers from around the world to discuss the challenges and opportunities facing the industry, with IMPF President Annette Barrett opening the proceedings.

The first session focused on intellectual property and the music market in Greece, where speakers emphasized the urgent need to rebalance the value of the song in relation to that of the recording, as well as the need for social change within the industry.

In her keynote address, the act. Director of the Hellenic Copyright Organization (HCO), Ms. Daphne Papadopoulou, outlined the work of the organization, its role in supervising Collective Management Organizations, its efforts in combating piracy, and generally in representing Greece in relevant international organizations and European Union. Morealso Ms. Papadopoulou proposed the creation of a special committee within the Ministry of Culture to oversee both artificial intelligence and copyright in collaboration.

In a subsequent session, the discussion focused on the intersection of generative artificial intelligence and copyright. Ms. Papadopoulou argued that while much of the conversation so far has centered on finding the right legal frameworks to ensure rights holders are fairly compensated for AI training on data, legislation alone is not sufficient. Suitable technical tools must also be in place to implement opt-out mechanisms.
