The European Commission has launched a targeted consultation seeking views on the challenges posed by technological developments, particularly artificial intelligence, and changes in the creative content market for copyright protection. It also seeks views on possible options for potential future measures.
The consultation focuses on four key areas:
- the use of protected content in artificial intelligence;
- tackling online piracy, particularly in relation to live events;
- the application of the right to equitable remuneration for performers and phonogram producers;
- copyright in the field of scientific research.
The EU already has a strong copyright protection framework. However, new challenges raise the question of whether additional measures may be needed to further strengthen it. The consultation builds on the contributions submitted in the call for evidence launched earlier in 2026, as well as on the findings of previous studies and evaluations.
The Commission invites a broad range of stakeholders to participate. These include holders of copyright and related rights, providers of generative AI and other actors across the AI value chain, and online intermediaries. Collective management organisations, organisers of sports and other live events, research organisations, national authorities, consumer organisations and NGOs are also invited to contribute.
The Hellenic Copyright Organization encourages stakeholders in the Greek market to submit their views. The consultation is open until 3 November 2026 and is available here: European Commission Targeted Consultation.
